=    Responsible for the training and supervision, interviewing, hiring and firing of 1 Audit Specialist, 2 Assistant Audit Specialists, and 2 Summer Interns.

=    Read and evaluated management audits of various City agencies conducted by the City, State, and Special State Deputy Comptrollers

=    Coordinated the agencies’ responses to these reports

=    Kept the Mayor informed as to the nature of these responses and of the management improvements being implemented by these agencies.

 

NYC Transportation Administration

Assistant Budget Examineer, then Associate Budget Examiner 1972-1975

 

=    Responsible for the training and supervision, interviewing, hiring and firing of 2 Assistant Budget Examiners.

=    Prepared, submitted, defended and administered the Other Than Personal Service budget

=    Coordinated submission and defense of entire agency budget of $170 million.

=    Designed and implemented a computerized budget reporting system that later became the prototype for the new citywide Integrated Financial Management System that was in place until Fall 2001.

=    Liaison with the NY Telephone Company for installation and removal of equipment after conducting telephone usage studies.

=    Functioned as internal management consultant for the Director of Fiscal Affairs.

=    Read, analyzed and prepared reports on legislation pending before the Finance Committee, including but not limited to the Capital and Expense Budgets and amendments thereto.

=    Heard and summarized testimony at public hearings regarding proposed legislation.

=    Prepared special reports on the acquisitions of Yankee Stadium and the Public Theater, and on the construction of containerports in Bush Terminal and the Midtown (Javits) Convention Center, as well as on the history of the Port of New York Authority’s payments to NYC in lieu of taxes.
